Is Katarina not allowed to be a top tier champion?

Riot's way of balance is well known for its super minioning, whichever champ is doing well, nerf the crap out of them, then whomever didn't get nerfed become the new "op", but the recent patch note, " We're keeping an eye on her but, in the meantime, taking some of the Death out of Death Lotus to make sure Kat doesn't Shunpo her way to a top spot."

I just want to ask, why, why can't a champ be "shunpo"ed to a top spot? because she's a woman? because she has red hair? I would understand if the patch note is written like "To keep her from snow balling too easily early game while maintaining her strength late game" I get it.

but why using those phrases? "make sure Kat doesn't Shunpo her way to a top spot."

Well, according to many previous accidents, a champion getting to the top means he becomes pick or ban (See: Lucian, Tristana and Yasuo), and Riot doesn't want that to happen, because the game looks unbalanced when champions are so powerful the players urge to keep them out of their games. With the silences disappearing, Kata was starting to gain some strength, and her Hexakill spam really showed how uncontrollable she can become. Think of the Nami nerf a few patches back. Nami was nowhere near a God Tier support, but with the nerfs for Braum and Thresh (not sure if Morgana was actually nerfed as a support), she would be sure to rise, so they nerfed her.

Plus, people that once complained about Katarina would be called noobs for not CC'ing her, making her a kind of QQ-proof noobstomping champion. If she steamrolled games in all elos (something that somebody told me was happening, although I only partially believed it), while being labelled as 'easy' she would probably generate a lot of conflict among players. Same happened with Fiora, as she was becoming a SoloQ goddess as well, against uncoordinated teams, while being capable of carrying almost singlehandedly against multiple foes, that while being quite easy to play.

Then some people believe it was due to scripters and stuff shudders, but I know little to nothing on that subject... I think its all BS to excuse dying to Katarina (something I also hate, but I accept when it happens)

They don't want her to become 100% pick or ban, which isn't a bad thing.
