Is it banable using japanese language outside it's language?

Ok so , i've thought about using the japanese language outside the japan server , changing it from game's file without using third party programs. I've seen lots of post where rioters said that u can get banned for bot confusing your change with a third party program's work, my real question is : if someone actually gets banned , do you unban him if he proves that he didn't used a third party program?
