Honors vs Reports

So my friend got a 14-day suspension, and he had level 5 honor throughout season 7 prior to his suspension. He never had any prior suspensions as this was his first offense. He got reported by a number of people after this one game. I do not wish to disclose information about the game itself for privacy purposes. If I were to honor him as "GG" (heart symbol) and others reporting him, would it neutralize the reports given to him? Would the reports be justified despite honoring him as a friendly teammate?
