it's taking me on average 40 minutes for a game

Never had that problem on the pbe, handful of dodges per queue at most that could be explained by their desired champ being banned or not liking their lane opponent.

It's been like that since they rolled out the new champ select. You can sometimes get luckier inviting from pbe public chat. Also remember there's the glitch where you don't want to be on your runes or masteries page when the timer hits 0. It will freak out the client.
