Vladimir Nerf is just retarded

Vladimir is good, but he isn't broken at all. Yes hes annoying to play against, but quickly gets burst by other champions unless late game. He has problems getting early kills in his laning phase, but great in team fights. Overall, he should have been kept on how he was. He keeps receiving nerfs and his win rate keeps lowering. Hes currently a 46% win rate.
