Why can't Riot merge EUW and EUNE?

Lets start from NA,the territory is about 3 times the size of Europe, and they still share a server. The price of a transfer is 2600 RP which is a lot for countries in EUNE. The ping isn't different either,i play from Serbia and the ping is the same(tried it out). Secondly,the ranked play would be more competitive. I have a lot of friends from the UK,Belgium,France that i would like to play with,but i have friends from my home country that i would still like to play with it,school mates,and they don't have the budget to buy RP.\

It's not about the size of the region, but the population of the server. I've seen some graphs regarding the server sizes, not sure what is really true, but here's the thing:

EUW is probably the biggest server, similar in size to Korean( i think EUW should be bigger) next in size is either EUNE or NA(i've seen statistics suggesting NA is bigger, but then others that EUNE is bigger) either way they're similar in size

So it could be simply for technical reasons, they can't really make server big enough to support that many players(at least maybe not yet).
