Chat restrictions

Does anyone else feel like you get restricted for bullshit reasons? For instance I got restricted for asking if someone was new and then offering to give some advice, then with the second game it was me telling someone im going to report them for racism. Yet I get no notification that the racist had action against them or anything. Is there a reason they ignore reports or is it just if you're F2P they don't care but if you buy skins they are more lenient with your account
