Normal ping but keep attempting to reconnect for no reason?

I have normal ping but it keeps saying Attempting to reconnect during game? Is this happening to anyone else?

Last game 8/9* people completely froze for about 30 seconds. Earlier that same game, two people DC'd, one on each team. Fortunately, our DCed Xin came back. The enemy Shen did not.

EDIT: What makes this even weirder is that the guy that DC'd is my friend. We just tried to do a new game, but EVEN THOUGH HE CAME BACK MID-GAME we are now stuck in a 10 minute LeaverBuster "low priority queue."
