ap items against ap
There is only 3 items that a mage can build to prevent a ap assassin from killing them. Abyssal mask, Banshee's veil and Zhongyas Hourglass. Abyssal mask is only available to a few champion and most mage don't build them. For example Ryze, Veigar , Cassiopia. (can you name another one? bc i can't) And Banshee is just a bad item right now. Although riot increased the ap on the cd book which also let banshee's ap increase, to be honest who build banshee right now? Ap assasins like kat and fizz. The 1300 gold item（blue mana book） out scale cd book too much. lastly zhongyas Do i have to talk about it? it give armor not mr. once you get targeted. you either kill him or he kill you. Most mage's ability are delayed. So in most situation,you still get killed after you zhongyas.
If riot decide to add a item that is against ap as ap, it will definitely help with the win rate or even play rate with most ap mages. Ap mages nowadays are either OP or DEAD. Mid laner are full of assassin and support and banner of commend.
I have an idea about the item.

+ Spectre's Cowl
+ 250 G) (3200 G)
flat ap
flat HP
Hp per second (optional)
unique passive
grant mr base on your ap (10% of your current ap)
unique active- dark magic shield
Decrease the amount of damage that deal to you base on your ap (0.1 ap) last for 3 seconds
if there is 3 or more people in the range of 1000 it is doubled.

Just an idea, take it easy. PLZ read this riot. Because I'm really disapointed about the situation of mage right now. Most mages become irrelevant to mid lane and transformed to support, or just totally not viable.(Eg, Lux? don't flame me lux player)
