Buffing not nerfing

Rather than nerfing the highly picked and overpowered champs , why don't we buff the unpopular or underpowered ones? It seems completely logical. With this new nemesis draft mode coming, it should be easy for riot to see the champs that are banned and picked most often, and should buff those champions. I'd rather have champions like and be picked more often, than have champs like and be picked less. I want more champs to be considered viable.
