Play your given role please....

Is it okay, and a legit report for the following:

If someone gets a bot role, auto fill or not, and they play a none bot champ role (I get you can play anyone you want), but it is costing games none stop. Kind of getting tired of it. Is this a legit report?

Not by itself no, but if they are not helping the team regardless of what champion then that may be considered trolling.
