Riot Pls: Why different ranked/normals MMR?

I would love to see a logical answer for why matchmaking is not the same in all SR queues.

I just decided to really dive into ranked for the first time (i have played league since S3 and only done placement games previously).. And i was awed. Awed by how utterly terrible, inept and toxic the players in every team are. A little googling made me realize that i am being matched with absolutely lowest-ranked and often extremely toxic bronze and rarely silver players, in draft i mostly see silver/gold and a rare plat.

What is the benefit of making new ranked players redo months or years of work climbing matchmaking in normals, or inversely make ranked players unable to get in a challenging normals game unless they invest tons of effort?

The one upside is i just got to watch a trist player get so mad at nothing in particular that they stood still long enough for a jhin to 100-0 them with his ult from about 800 units away, in plain sight. They then blamed me for the death. Good stuff.

Yes getting matched with people that just hit level 30 is stupid but in normals you get matched with people that are ACTUALLY YOUR SKILL LEVEL.

I only play normals for this reason.

It would make practicing new champions in normals before ranked impossible, because players that take normals as seriously as ranked would completely destroy you every game.
