Ranked afks?

Can we have something like we lose half of what we're supposed to lose if we get an random afk? It's so upsetting when someone just ups and leaves the game before it really started. Especially during ranked. I had a Teemo go afk the moment he died at top lane, and because of it, it being a 4v5, my cousin got demoted.
