Why can't you earn key fragments with free rotation champs anymore ?

Why can't we get key fragments when winning with a free rotation champion that we do not own? I remember we used to be able to a few months ago...I am ok with not getting the chests but come on let us drop at least the key fragments

That's like saying, why did the hextech chest give me a skin for a champ I do not own?

Unless you are saying the reason is "Just because."... it's not like that at all.
