Appeal games for Loss Prevented?

I've thought for a while that sure, repeated AFKers, inters and scripters eventually get punished (hopefully). But generally I've seen that those people who do ruin games, go on for at least 15 games before anything is done. Even in the case of one person with bad internet, and is repeatedly connecting and disconnecting throughout the game, make a remake impossible. I really wish there was a way to appeal for a loss prevented in ranked, after trolls or players with genuine conection problems have wreaked havoc on someone's LP and their MMR.
