Why does draft pick make you dodge if you don't lock in?

I just set up all my runes against the enemy team and I had less than a second to lock in, twice, both times I got a dodge timer, both times because I did not have time to lock in, is this a "feature?". I have complained about the dodge timer before but I didn't realize it was why I kept, "dodging", until recently.

Second Edit: I usually just let the que timer go to 0, you should inform people if they don't lock in, they will have dodged.

It's been like that for over 2 years now.

It's to make sure people are fully invested in champ select and don't just leave, as well as reducing champ select time. You can set runes after your pick timer. Make your pick, then lock in.

as someone with a super slow client i feel this pain immensely. I barely have enough time to lock in and edit any rune changes i wanna make. God forbid i need to make a whole new page and change summoner spells lol.

God forbid someone dodges while i'm editing runes. Client will literally freeze up and i'll miss the next queue pop and have to re queue >_<.
