Turrets Freezing Players

Does anyone else run into the problem with Turret dives or Turret Hugging when your champ freezes for about 3 seconds?

If so, is this a bug that hasn't been found yet?

I experienced this today, moving back to mid lane from base and my champ got stuck on nexus tower for like 5 seconds.

well I dived mid lane and I flashed away and I landed right beside the enemy turret and i was froze in place for 3 secs while turret just wailed on me killing me
