It's possible to make jungle obsolete
Just thought I'd say so because I've yet to lose a game without a jungler and duoing top. The enemy is forced to try to help a losing lane and just spirals from there.

What elo?
Not a good idea since the enemy laner can just play absolutely safe and sit under tower while the enemy jungler can farm both jungles and come out stronger than solo laners.
This will only work if your top lane is a hypercarry + support style lane with the support taking smite and going cinderhulk, so that if the enemy laner just lets you sit there and farm, he's screwed.
Something like 
top, 
mid and 
bot would work out since they are forced to deal with 2 hypercarry laners that have immense early kill pressure.
I don't know, I play with competent friends of mine that know how to win the game. No clue what the enemy is doing ask them lol, so far they just migrate toplane because appearently duo top is thought to be weak but they just feed
I know duo top doesn't work, but I gotta say a Ryze+Blitzcrank lane should make any league player shake in their boots.
If you are vs a player that knows how to deal with a 2v1 you leave the rest of your team fighting a 3v4, and no jungler means you probably won't have much objective control unless someone takes lane smite. Also free dragons all game for the other team.
