Make Banshee's Veil an active

Since Qss isn't as viable anymore (zed, fizz, ect.) I think to counter these types of champions, Riot should consider making Banshee's an active and have it on a longer cooldown.

Now everyone can be sivir on a way longer CD than she has (making her not obsolete) I love having banshee's in a teamfight to block that one cc that will render me useless, but it seems to always pop when the enemy uses soft cc and then you are focused with their hard cc.

Spirit visage is the go to item for most top laners and some junglers, but with this banshee's buff, there would be more "meaningful choices" (buzzword meme alert).

You could even nerf the HP you get from (again) to compromise. But we need SOMETHING to counter the 's of the world.

I think this would be a better 4-6th item for adc's and a better gameplay item for top laners and junglers.
