Team Builder Matchmaking

Every time I try to play Team Builder the game always turns out something like this. This is a Screen Shot of two games in a Row Teambuilder style where I am trying to get my First Win of the Day and Rank up Garen, My main top champion. I can't seem to play Teambuilder at all because my teams are ALWAYS so bad. I would like Riot to look into this, whatever it is. It is truly ruining my experience of the game mode that actually lets me choose who and where I want to play.

PS: Does anyone else have this problem? It's kind of ticking me off to be honest.
