Tank Veigar is real fun here, especially since he can stack his passive in 5vs5 all the time Now I got my arse swiped by a Taliyah with Warmog.. as if she was not already irritating enough xd
Tank Veigar is an outlier situation. Infinite stacking makes a full tank build semi-viable on him. Other Mages mixing AP with Warmog's is different and is the actual problem with Warmog's.
That said the removal of Warmog's did more harm than good. Depending on the champions involved sometimes Warmog's is necessary for a front line champion to actually play in the front line, and Riot has no alternative item that fills the same role for them without causing the problem Warmog's has on carries. Once Riot has a replacement, if they bother to find one, they will likely pull Warmog's back out.
