Does MMR drop between seasons?

Last season I finished the season with I believe a diamond 1 MMR. My last 4-5 games all played last season were all against diamond 1 players. About the 20+ before that were all Diamond games as well ( I just climb at the end of the season to my desired rank, so my league placement was a lot different then my MMR). This season however I started playing and I'm matched with Gold 1/Plat 5. What's happening here? Did my matchmaking take that much of a dive just because I didn't play?

Your seasonal promos calculate in your previous season's mmr. It does usually place you lower than you were.
