Kind of new
So I'm somewhat new to the world of League and I've got the basic concept of how the game works down. One thing I still need help on is how to build and how to do so effectively. any tips would be great.

Generally:
If they have lots of physical damage then build armor. If they have lots of magic damage then build magic resistance. If they have mixed damage then build armor and magic resistance and health. If they have true damage then build some health.
If you're a support then get
as your core.
Start with
and
or
or
depending on your champion or what you want to accomplish... Work for
and
early so you can roam and ward. Some games are different. Remember to swap
for
the same time you get
because you don't need the extra wards and now you can clear the enemy wards. Stocking up on
is good also. Remember to use your wards and trinket.
Every game is different. Item builds aren't set in stone. That support build will help you most games though. Remember to use your wards and trinket.
One thing I need to get better at is warding.I drop maybe 3 or 4 the entire match then I kind of just stop but I'm gonna start making sure I put a lot more effort into doing it
Forgetting to use items with actives is a common problem.
There is a parody song:
Based on your match history.... build boots. Build boots early (at least the first one, no upgrade). You shouldn't be finishing a whole item or two without boots, ever. Especially on an immobile mage like Vel'koz. You are going to die.
Otherwise, for whatever champion you are playing, look up a guide or build for them online. You can use probuilds.net or lolking.net to get a decent idea of what is good to build, and in what order.
I honestly never thought about that but I'll definitely start for sure
