Dyrus did it on BankPlank yesterday, because of the Transcendence rune. Giving the item 24 AD for that 20% CDR you aren't using. 3k for 400 health and 64 AD doesn't seem bad to me. Especially on champions that can kill you with that 64 AD before you can dent all that free health they are getting.
New rune gives extra AD or AP based on how much CDR you have over the cap, and IIRC Cleaver is the cheapest AD item that gives 20% CDR.
