Why not make Spectate live and have fog of war turned on for the enemy of the friend you're spectating, it would make it more useful if you're helping new players learn or just want to flame your friend in discord ;)
This change would unfortunately be bad for the competitive side of League, especially in high ELO. Climbing would require the obvious and necessary step of having your friend watch your game and provide important information to you while you tunnel-vision your lane. This includes things like exactly how other lanes/roles are doing, where the enemy jungler was last seen and their expected pathing from that point, exact summoner timing, and much more. While this might not seem particularly bad, it's a major disadvantage to the team that doesn't have this extra person that focuses solely on examining the game state without having to be mechanically involved.
As such, I vote no.
Would still be a big advantage for those who have someone spectating for them. Can tell them what is happening on the map while the player concentrates on his screen.
I think would be nice to have for custom games, but for live games there's a very good reason why there's a three minute spectator delay -- being able to watch someone else's game in real time would allow you to provide them with an extra set of eyes which is obviously unfair. Plus, if you watched the opposing team you could reveal in real time to your friend where the opposing team was and what they were doing (this would be especially problematic in higher ELOs in my opinion).

you're already able to tell your friend where are the control ward even with the delay.
