Can a change to Azir's E (Shifting Sands) fix him?

Hello! I have been asking myself if a change or rework to Azir's E could help fixing him. The problem he's having is that players with enormeous experience on Azir can abuse his power to have a winrate that goes over the roof. I think it has a lot to do with his E, Shifting Sands.

One thing I had in mind was giving him the old functionality, where he stopped at the location his soldier(s) were, when the player pressed E, making his total dash range much shorter, his ability to Azinsec much harder and overall everything feel a bit less "smooth". The upside to this would be that he could reposition his soldiers much easier after casting his ult.

The other thing I was thinking about was to give him a completely new ability for him beeing able to dash/jump independently from his soldiers. I was thinking about a jump that's maybe like tristana's E with a slightly shorter range and without the damaging part (maybe adding a little roll in the air as an animation ^^).

No because his Q is and always has been the problem. The short version is it deals too much damage too early in the game.

The e needs a change yes. He should play more like an emperor and command his soldiers from afar, not throw himself into the enemy team to Shurima Shuffle.

His Q isn't the problem. He needs the range.
