Lucian Ideas to make him easier to lane against, but not taking away all his power

Everyone is always complaining that Lucian is still very OP, he takes no skill, and every other excuse in the world. His Piercing Light Ability is one of his most important skills, so that is where you should focus. Instead of nerfing the AD Ratios or Damage output, why don't you just make it a aimed skillshot so Lucian is still playable, but adds more difficulty to his playstyle. This makes him easy to lane against, if the person who is playing him can't hit his Q. It is very hard to dodge Piercing Light so this will make it easier to lane against. This could also improve the players experience in the game because they can't just target someone and the Q automatically hits, now it will be a challenge with this Idea.
