Climbing elos

Alright, I've been trying to push from silver to gold for a pretty long time. During that time, I noticed that the system just wants you to stay put where you are, for example, if my win rate goes up by 4% (which happened to me, from 50 to 54%), the queue gets hellish, you experience the worst games ever. So if that is the case, how am I supposed to push? I get on a winning streak, hit promos, lose them, get demoted from the division, get back to the division, again get to the promos and lose, the teams are good as long my win-rate is 50%, however if it goes up, I MUST lose, afkrs, trollers, flamers, the game gives me a death sentence. Last game I had a Hecarim on my team, legit after 3 minutes flames the hell out of us and afks (I did report him but the won't get me my lp back), next thing is our adc feels desperate and afks too, 3v5, lose. The cycle continues.
