Thunderlords Decree. Is it OP?

With the new season under way, riot released an new skill tree. All of these new masteries brings in all this new forms of game play and builds. But with every game there is that one thing that someone finds and exploits it, I'm talking about thunderlords decree. Is it to over powered? To many extents it is. This is because most champions that have an AOE ability such as Miss Fortunes E or Morgana's W set off thunderlords. Don't you think that there should be at least a nerf to that kind of situation? It gets really annoying during the laning phase and it sets up an unfair match up against the enemy team. It may sound like a complaint but it honestly isn't. I know that they're are planing to buff the keystone masteries, that might help people drift to other keystones masteries. The nerfed Warlords Blood Lust so do you guys think that they might nerf Thunderlords? What do you guys think?
