Question of Ekko and Diana

As we know, Ekko's passive similar like Diana.

However,Ekko's passive can trigger

Why Diana's passive can not?

Ekko's is "Magic damage" like a spell. Dianas is "bonus magic damage" and effects towers.

Well, Diana's passive doesn't have a cooldown, has better bases, better scaling, and hits AoE, in addition to giving her free attack speed.

I think she's okay without proccing Echo.

EDIT: You can also build stacks on minions and then trade with it up, which is something Ekko absolutely cannot do.

Diana's passive is an on-hit effect.

diana dose not need it and she has probably the strongest passive in game after katarina
