dont ever pick blitz ever he fucking sucks. i hate it when my support picks blitz cuz its already a lost lane and ur playing a 4v5.
he hooks, the enemy bot turns and u die. he hooks, you dont fight cuz its a stupid hook and blitz loses 75% of his hp and now u get zoned and u lose lane. Late game, blitz hooks, the enemy team turns on u, you lose the team fight.

the issue i see with people playing bltiz they assume that any hook is a good hook and its not... its all about timing... and who you hook... if im adc and you see i had to use an ability or two to wave clear cuz we are getting shoved in... and you go and hook someone i dont have all of my cool downs to target them
sometimes the threat of the hook is more powerful then the hook it self
