Requeuing and getting placed on the same with someone you just reported from last game

So I just played a game where a player intentionally feed the other team. He died around 10 times in under 20 minutes and cursed at the rest of the team in all caps. I reported him for intentionally feeding. I went to queued up again and in the next game got matched with the same player. I ended up dodging the game as I didn't want to waste another 20 minutes losing a game while someone feeds. For Riot developers, is there a way to set up match making so that if you report a player, you wont get matched with them on the same time again for a period of time? This would be very helpful.
