Kill him once, get stack, cooldown resets, hit his passive, get 2 stacks for the price of 1. Broken or intentional? I say broken

Sion used to drop 2 souls forthe old dh anyway, nothing changed.
Intentional - a counter to int Sion.
Illaoi should be able to abuse it since her E's soul is considered a champion because before they changed it Illaoi players would take kleptomancy and proc it on the E ghost.
So i can see Dark Harvest Illaoi becoming a thing.
The secret weapon to ending Suicidal Sion once and for all.
