Why does cool down reduction change places?

Why does cool down reduction change places in the tooltips for item? For glacial shroud it's a unique passive but for sheen it's not? Is it so people don't stack glacial shrouds?

Yes. Most of the items in question are extremely cost efficient. Take Caulfield's Warhammer item 3133 for example. You get 10% cdr and 25 ad for 1100 Gold, with a pretty good buildpath. Imagine a Riven stacking those? Not exactly something you'd like to experience, right? And she could build them into her advanced items as well: Youmuu's, Black Cleaver and Death's Dance all work pretty well on her.

Stacking Sheen on the other hand is a waste of money, as the effects don't add up. There is no build where 2 items that build out of Sheen would make sense.
