Available Champions for Custom Games

So... I was thinking that every single champion needs to be available for custom games, because custom games are for practice and because free champion rotation pool is only limited to a few champions at a time. People should be able to experience locked champions whenever they want before purchase so that they can make better decisions. It is like trying on a T-shirt before buying it.

What do you guys think?

This is what the free champion rotation is for. I doubt many people would use this and it would make for a lot of level 1 useless accounts created to just play custom games. Nice idea, but it would make riot less money.
