Asking for small amounts of skin essence?

I was wondering if riot has anything on giving out very small portions of skin essence/champion essence if a player has lets say like 435 essence, but they need 15 essence to get 450 essence so they can upgrade a skin to permanent. I know that riot in the past and present has done this with RP where if you needed a small amount to get a skin they might give you what you needed, and other times they didn't, so I was curious if this could be done with the skin essence/champion essence rather than RP?

Riot not making money off a minor inconvenience of their customers? Unless you draw an RP picture, I'm pretty sure the entire notion of getting that is laughable at best. [slayer-pantheon-thumbs]

I mean I have plenty of pictures and was retweeted by Riot for an amumu drawing I did quite some time ago, but I remember this one time I asked for like 3 RP and sent in a picture of a teemo clock that I had made and they wouldn't lend me that 3 RP but ehh lol, this time its more of a time factor where everyone knows how long it takes to forge a key, let alone even get key shards, then on top of it take the chance of either getting a good skin or champion, not really letting you get that little bit of essence you need.
