To end the tank META, make armor scale.
Tanky champions would get more armor with the same items that a squishy champ would build for less.

It's not a tank meta, but I see where you're going with this.
Or those very champs start building some damage items since they don't need the same number of items to reach that level of tankyness.
I mean really, the champs that benefit from that level of defense bolstering are going to be fighters. Garen and Poppy both passively increase their Armor/MR.
And emphasizing that on Malphite or Rammus, will make them more niche towards that mono damage comp.
And the reason I bring that up, If you want True tanks to be able to compete against Bruisers, that's going to take more than just increasing their tankyness. (Given the increase of Armor shred and %HP true damage.) If you want True tanks to be good, Highlight their kits, by lowering their Cooldowns.
