Because he does not do the same damage as other mages in lane most mages beat him since he has short range and low base damage.

Because he needs to get stacks.

He is extremely easy to bully early if you can avoid getting stunned. Most mages are vastly stronger than him early game or have some kind of way of bullying him if you know how to play against him.

yes veigar has high cc amount limited on his e (zone control) but his early bases are weak they tickle enemies. it takes about (i dont know) 5 or 6 times to kill the person if all his damage was focused on that person early.
