Possible Garen Balance Changes

 Throughout the history of League of Legends™ there have been many champions who require changes in order to balance their power, one such champion that I feel needs to be added to the more recent changes is Garen.  I am not suggesting a complete rework of Garen, but rather an opportunity to enhance, and define the role of Garen.  To me Garen is, and should be a bruiser, the problem stems from his current passive, Perseverance, as well as his ability Decisive Strike.  With his passive I feel that Garen is given a large amount of room to take damage as he can easily regenerate his health and rejoin the fight at a moment's notice.  With this passive Garen is effectively able to soak tons of damage and then rejoin the fight in a timely manner.  With this he can effectively become a pseudo tank while building damage items such as Black Cleaver.  I am not suggesting that the timer on Perseverance be increased, but rather a cap on the amount of health that can be regenerated per second have a set limit.  This limit however would be best determined through testing of which I cannot conduct since I do not have access to a testing realm such as the PBE along with the necessary skills to alter the code of the game.  The second change which I wish to see implemented is an alteration to Garen's Decisive Strike.  The alteration in mind is one that would still provide Garen with the means to skirmish in lane as well as provide greater utility later in the game.  This alteration would be to remove the silence from Decisive Strike, and replace it with a slow which starts at its worst and progressively weakens over time.  The exact slow percentage and fade time is something that I cannot determine myself as I, again, as stated before, do not have access to the proper tools or skills to do so.  The philosophy behind this change is that with this silence there is little counterplay on the part of the aggressee and more utility later in the game for the aggressor.  This suggestion was also influenced by the not so recent changes to Talon and Leblanc, and how the removal of the silence on their abilities did little to affect their overall utility and damage output.  I hope that you, the consumer, the player, and Riot Games will consider these changes with an open mind to change.

TL;DR - Possible Garen Changes

Perseverance (Passive) Changes - Put a cap on the maximum health regen per second

Decisive Strike (Q) Changes - Change the silence to a slow that weakens over time

While it's true that silence as a mechanic typically has little counter play, there is a huge difference between a ranged silence on a mobile champion and a silence on someone who has to walk up to their target. The counterplay here is not to the silence itself, but to it's application method.
