Tank support buff?

I thought we were in a good spot with a nerfed ardent censer, but now base stats on tank supports are being buffed pretty significantly. Taric, Blitzcrank, Leona, and Braum are gaining 20 armor and a new 2% missing hp buff on use relic shield. (sorry Sion+Thresh, you can use the extra AD though.) anyone else think this is a bit much for level 1 buffs, or do you think it is balanced with the lack of available early mr?
