First off: op.gg is usually pretty ok in predicting future ratings, but they are not 100 percent on it. Having said that let's get on to the skipping divisions part:
Riot is really vague about skipping devisions, but if I had to guess(based on actual skips that I have seen on youtube and with friends):
- Your actual rating has to be around 3/4 devisions higher to even start skipping.
- If your mmr is higher the first fix they do is giving you more lp for winning then losing(+20 or more is amazing, 17 is standard,15 is meh and any lower means shit mmr). This way climbing is really easy for players that are currently too low.
- In order for players to truly stay way too low they have to either:
- play too little games
- have legendary bad luck(this get's less likely as you play more games).
- As long as you are as good as you say you are you should slowly float to the rating you deserve.
Also about the opponents I have to say the following:
- You are a silver with high mmr, they can be plats with low mmr, everything from high bronze to low plat is actually pretty close together in mmr level. This is because mmr is based around the elo formula and average elo's are often pretty close too each other. Only the truly terrible and the truly amazing have really varying mmr, the rest often are around 100 mmr away from eachother.
