Firs of all, I'm sad that somebody downvoted you too, that happened to me as well. You're right, Viktor isn't ready, yet they pushed him to live already. I cannot begin to describe how disappointed I am with this rework. From the very first hints we got, I knew something was wrong, and everything I wrote then still stands now.
Viktor as a squishy mage now deals more damage with his empowered AA than with his laser, and that's absurd. (note: maybe not, but I got such a feeling after playing him after the rework.) Either way, such a champion mustn't rely so much on basic attacks. His signature skill was the sniper laser that could kill from a mile away, now that's taken and replaced by those popcorn explosions that everyone dodges.
Now the visuals: first and foremost, the ultimate looks like a bloody bug zapper and not a black hole. It has to be a singularity, not a damn contraption! Its visibility is very poor, for me (as a Viktor player) as well as for enemies, not to mention that it can no longer reveal enemies in stealth. I can't count how many times those lightning bolts saved me by pointing out someone in stealth and not smart enough to move away from the Storm. Next is his edited mask, which now looks like a pinata, or a mask of a WWE wrestler or something. It doesn't look menacing, it just looks cheap. I liked his old one very much.
But it looks like Riot didn't take into consideration anything that we wrote; no matter how much negative feedback this rework got from real Viktor players. And not just that, people didn't just complain - they gave viable suggestions. Even I did, but it all just got ignored.
