Yes it would work but its only a small percent. If you have 100ad you get max 2% heal (2 hp), then runic armor is 1.6% of that so its to nothing (.032 rounded to 0). I takes a significant amount of life steal for even a 1hp heal to ever appear using runic armor. My suggestion is don't take it unless you're sona or genuinely getting healed aka laning with soraka

Runic Armor in combination with Vampirism will give you an extra 0.16% lifesteal and spellvamp
vampirism, runic armor, and the 20hp on a minion every 20sec basically allow nasus to farm all day long while ignoring all harras.
