Slight Zilean Rework Idea

Zilean is my favorite champion in the game. I'm just a sucker for time travel (Back to the Future is my favorite film and Ekko's cinematic is my favorite that Riot has ever produced). This rework idea is not totally changing the way he plays, it's mostly to make his W interact with his other spells more.

Passive: I think this is fine the way it is, there should just be a HUD display of how much XP it will give to a given target before bestowing it.

Q: I like the way it works now (with double bombs stunning) but I think it should be on a charge system with a maximum of two charges. The charge time should be its current cooldown (but I might be redundant because I think that's how all charge based abilities work).

W: This would be the major change. Instead of reducing the cooldowns of his other basic abilities by 10 seconds it would be cool for it instead to be a toggle ability. While toggled on, Zilean drains mana per second, but increases the speed by which his other basic spells cool down by 75% (also the rate at which he builds a charge of his Q). His W would also build "Flux". The speed in which it is generated scales with W rank. Zilean can have a maximum of 300 Flux. The ability automatically toggles off when he has full charges of Q, E is ready to cast, and maximum Flux.

E: Works the same (haste/slow for 40/55/70/85/99%) with a cool new effect. The base duration would be 1 second and scale with 1% of Zilean's currently stored Flux. When Zilean casts this ability, all of his Flux is discharged.

R: Should be the same. However, it would be cool for it to have the affected player have their death animation play at normal speed until halfway through activation, then have the animation play in reverse.
