Zilean W should not be available level 1
Zilean's W ability (Reduce cooldown of other abilities by 10 seconds) should not be available level 1 since it is not functional without another ability already available.

I thought they removed the ability to level it first like years ago.

Make it available, but on use make it rewind time to refund the skillpoint.

Wtf. I specifically remember only being able to rank up Q or E level 1 in the past. They must have accidentally removed that string at some point.
Doesn't Azir have this same protection too? IIRC he cannot level his Q or E at level 1.
Yeah you can't unless a bug that just surfaced allows you to.
What we should really be asking about is how his Q damage scales:
75 / 115 / 165 / 230 / 300 magic damage... check that again
115 - 75 = +40 damage increase rank 1 to 2 165 - 115 = +50 rank 3 230 - 165 = +65 rank 4 300 - 230 = +70 rank 5
My guess is that such mechanics weren´t possible/needed back when Zilean received his mini rework. And that he will remain in this state until he needs/gets a Rework again, since it isnt really a gamebreaking or heavy mechanic to be able to lvl w at lvl 1.
I would welcome such a change, but i also understand their resources lie elsewere.

The champion kits are SUPER inconsistent. Tooltips are very different, how autoattack canceling/vision/etc. works is super ambiguous and only known through intuition.
Yes and also count using passive on champions as an assist. Currently it isn't.
It's definitely not. Check my op.gg. I main Zilean and Brand and I have never been granted the option to level W at lvl 1. Your friend trolled you by lying.
Just tried in Practice Tool; it allowed me to rank up W as my first spell. I don't know when this behavior was reintroduced, but it was removed quite a while ago, so this isn't a balance issue but rather a bug.
I guess it's a glitch, but I can easily reproduce leveling W at level 1. It happens alot.

i say , let him have it at level 1. So when that Zilean gets to lane and finds out his botlane has already given up a double kill because of an invade, he can rewind time back to waiting in que.

Mastery 7 Zilean here telling you the OP wanted a soapbox and did not care about facts.
Just took this a few minutes ago. I didn't see anyone else posting proof, but I personally can put points into Rewind at level 1. Not that it ultimately matters, but there's a lot of back and forth arguing over it.
