Shaco is an amazing counterjungler. His kit also is literal tilt-fuel.

His dance is the worm belly-flop thing. His laugh is hilariously annoying. And suddenly popping in from behind with his nasally quotes and then killing the enemy jungler is incredibly infuriating for the one that has to deal with it.

new champ ivern is gonna be so rage inducing, legit walk into enemy blue or red, auto the camp, smite and you clear it in 5 seconds, literally 5 seconds if you wanna play teemo jg (which you never should lol) camp at their gromp and stay invisible, when bot lane leaves the leash they will be low and you can get first blood as well as steal their camp

Counter jungle isn't about the champion you choose. Counter jungle is about maintaining map awareness. It's about knowing when to take enemy camps and keeping track of their spawn times. To counter jungle will prove essential to ward the enemy jungle and track enemy movements in it.

I counterjungle with sona if I'm on blue side. Throw ward into enemy blue camp bush while jungle does gromp, Q+powerchord it when jungle gets it down to 150hp. Free lane dominance if my adc isn't a total derp and doesn't manage to die for the 30 seconds I'm out of lane at level 1.

Nidalee and the first two that come to mind but really if you know what you are doing, you can counter jungle on any jungler
