WHY RIOT NEVER RESPOND !!!

You do get the occasional popup that such and such a person has been reported and is being sanctioned. Case in point - there was a game where we had one toxic player who constantly and repeatedly typed in-game and in post-game chat. While in the post-game lobby, both of us who were still in the lobby with the mean-mouthed jerk got a message that a player was being punished for breaking the Summoner's code. And the player at the same time just vanished mid-"argument" from the lobby.
