Someone Clarify if you cant surrender if your team has an AFK

so in my last game the enemy ADC ran mid and gave me First blood, she then said "i have no support so were ffing", now i dont know if i read this wrong or what but i remember a while ago when they anounced this feature they said if the team with the AFK gets first blooded then they cannot surrender, someone clarify this for me please..
