i really have no idea what champion to play and was wondering if i could have some help. i want a champion that deals damage (ability damage or attack damage) but isn't to squishy i could also play support maybe PS it has to be for 3150 or less Thx
If you want the type of champ you are asking for you should probably save up some more on IP. Also, what lane are looking to play, cause 2 champs i can think of that could fit your preferences are:

Well I'd suggest Garen
, Ryze
, Warwick
, Nasus
, and Jax
since they're all tanky and do a really good amount of damage, by the way Nasus and Garen are probably the most fun to me and can do quite a lot of damage especially Nasus if you focus on stacking Q early game.

At 3150 IP, the highest damage champion is Katarina (a well played one can take advantage of a spread out team and grab a pentakill within 5 seconds). The tankiest is Warwick. The best hybrid is Nasus as stated. You can go full tank, but if you stack his Q your damage is unlimited (stack Q by last hitting with Q procced). My preference is to Katarina and Veigar. Both are 3150 or lower (kat 3150, veigar i forgot). Kat for the penta, veigar for the massive damage after 20 minutes of farming with Q and roams.
Annie. She's inexpensive and has a solid kit. Her only weakness is her lack of mobility. However between her stuns and self shield she's a beast with good survivability and amazing burst.
