What is we made Singed's poison taunt minions?
as it stands now singed is outclassed by every other tank in the game but if he were to be able to proxy again then he would at least be usable in ranked unless somebody has a better idea.

Riot doesn't want Singed to revolve around proxying. It was never his intended playstyle. it was a exploit/compromised playstyle players used to make up for his weakened state at the time.
They would never encourage it and have even outright put measures in to kill it several times, such as making killing enough minions reset death streaks and changing minion aggro to not go into the jungle.
